Description:LifeWorks is looking for a Program Director to lead and develop clients, staff, and operations at our Emergency Shelter!

Our Emergency Shelter provides housing, case management and educational support for teenagers (ages 14-17) and older foster youth in emergency need of a safe place to stay. Strength-based services are provided on-site 24/7.

The Emergency Shelter has the capacity to serve 20 youth and is licensed by the Texas Department of Family and Protective Services. Youth stay weeks or months, depending on need, and are provided comprehensive case management services, with an emphasis on moving them towards stability.

Youth who are victims of abuse, abandonment, violence or homelessness turn to us for emergency care and support. Many of our youth have grown up in the foster care system (5-40 placements) and need a place to become stable, finish school and prepare for adulthood.

LifeWorks Emergency Shelter offers more independence to older teenagers than many programs, including freedom to work, choice of school, and ability to participate in the community. The Emergency Shelter works closely with other programs within LifeWorks and the community to provide youth the tools they need to reach self-sufficiency.

The Program Director will provide leadership and program experience to develop and enhance an existing shelter program for high risk youth that have experienced foster care and/or homelessness; Develop a strong team culture and a high level of professionalism among a large team of staff; develop outcome indicators and maintain performance data in multiple databases; and guide program-level strategic planning initiatives as they related to the Shelter Program.

The person in the position will need the ability to juggle the competing demands of long term goals and a crisis-driven shelter environment, the ability to work with a diverse staff and client having a variety of skill levels, work frequently with licensing agency that conducts monitorings.

This position will provide the Program Director with the opportunity to develop all aspects of their managerial and leadership potential. The Program Director will gain experience working with many community partners, program development and performance measurement. They will also have to opportunity to manage and enhance an established residential program while working in an agency that helps people develop the skills they need to do what they do best.
Duties:Under limited supervision, provides leadership and oversight of programs, including the development, delivery, management, evaluation, and reporting of services and programming related to the program(s) covered. This is a management-level position involved in the establishment of criteria, formulation and assessment of programs and projects, and investigation or analysis of a variety of unusual conditions, problems, or questions.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
•Oversees program operations and compiles and submits reports and other documentation and deliverables on service delivery.
•Oversees hiring, orientation, training, supervision, evaluation, and dismissal of program staff in accordance with policies and procedures. Ensures staff is informed, their activities are well coordinated, and they have the necessary resources to carry out their work.
•Monitors programs, and contracts and communicates with contract officers, program evaluators, and subcontractors, as appropriate.
•Assists in making budgeting recommendations, manages program budgets and monitors grant compliance.
•Responsible for developing and implementing new programs and initiatives.
•Functions as a liaison between the Agency, funding sources, the Community and governmental organizations; collaborates with other programs, divisions, and outside entities, as appropriate.
•Participates in agency-wide and community meetings and projects.
Qualifications:REQUIRES:
• Master’s degree in Social Work, Counseling or related field with advanced licensure or certification and 5+ years of related experience; or
• Bachelor’s degree in Social Work, Counseling or related field and 7+ years of related experience; or
• Equivalent combination of education and experience.

PREFERRED:
• 3 years Experience working with youth and programs in the Texas Foster Care System
• Experience with residential programs for older youth, group living dynamics, and workforce development industry
